Possible pre-processing in Scala

Not a Dotty story per se for a change, but it occurs to me that folks might be interested in this long-running discussion. The question is whether to create some sort of simple pre-processor for Scala, so that you could put in flags that say things like “if Scala 2.13” and suchlike, and what it might look like.
